In a promising announcement, the Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, has revealed that the ongoing rehabilitation of the Kaduna Refinery and Petrochemicals Company (KRPC) is expected to be completed, allowing operations to commence in the fourth quarter of 2024. This news comes as a positive development for Nigeria’s energy sector.
Progress Assessment
The Minister made this announcement during an inspection tour of the Kaduna Refinery & Petrochemicals, where he assessed the progress of the ongoing quick-fix project. He expressed confidence in the timeline, attributing it to the “significant level of progress” observed during the tour.
Accountability and Government Support
Lokpobiri emphasized his commitment to holding key players involved in the rehabilitation process accountable. He also pledged the Federal Government’s support to ensure the timely delivery of the project. He stressed the urgency of getting the refinery back on track to benefit the nation’s economic prosperity and energy security, which are essential for sustainable development.
NNPC’s Commitment
During the event, the Group Chief Executive Officer (CEO) of NNPC Ltd., Mele Kyari, reassured the Minister that the fuel plant at the refinery would be operational by the end of 2024. He highlighted the collective efforts to bring the refinery back online, with the contractor already mobilized to the site and the necessary equipment for the quick-fix activities in place.
Kyari explained, “We are very confident that we will get the appropriate financing to get to the end of it, and ultimately, we will start to deliver value to Nigerians again. We plan the quick fix for 60,000 barrels per day so that we can start making money from this plant and we can continue the other part of the refinery to bring it up to its full-fledged capacity.”
Steady Progress
The inspection tour was preceded by the 14th Refineries Rehabilitation Steering Committee Meeting and included the participation of key NNPC Limited executives, including the Executive Vice President, Downstream, Adedapo Segun; Executive Vice President, Upstream, Oritsemeyiwa Eyesan; Managing Directors of the three refineries; and other committee members.
Background
Earlier in the year, the NNPC signed a $741 million maintenance service contract with the South Korean engineering firm, Daewoo Engineering and Construction Company Limited, for the quick-fix repair of the Kaduna Refinery and Petroleum Company (KRPC). This effort is part of the broader plan to rehabilitate Nigeria’s refineries.
The Nigerian government has been actively pursuing refinery rehabilitation projects, and the Kaduna Refinery’s progress aligns with these initiatives. It is worth noting that the rehabilitation of the Warri refinery, also involving Daewoo Group, is expected to commence operations in 2023.
Rehabilitation of Multiple Refineries
The Federal Executive Council (FEC) had approved $1.4 billion in August 2021 for rehabilitating the Warri and Kaduna refineries. Additionally, the NNPC had contracted Italy’s Maire Tecnimont SpA to rehabilitate two refineries in Port Harcourt, with a combined capacity of 210,000 barrels per day.
These projects are pivotal to enhancing Nigeria’s domestic refining capacity and reducing its dependence on fuel imports, contributing to its energy security.
