ICAO Seals 521 New Air Service Pacts, Breaking Records

The International Civil Aviation Organization (ICAO) announced yesterday the successful conclusion of its most recent Air Services Negotiation (ICAN) event, resulting in an impressive 521 new international air service agreements. Attended by over 700 representatives from 97 countries, this edition, hosted by the General Authority of Civil Aviation of the Kingdom of Saudi Arabia in December 2023, has set new records.

The ICAN series, initiated in 2008, serves as a platform for initiating or renegotiating bilateral and multilateral state agreements that lay the regulatory foundation for the modern civil aviation network. Emphasizing aviation’s pivotal role in global sustainable development, the recent meeting prioritized key objectives.

ICAO encourages states to focus on liberalized market access for airlines, eliminating barriers to broader capital markets, and relaxing nationality requirements for airline ownership. During meetings, commitments also center on convergent and effective regulatory practices, emphasizing good governance and acknowledging the need for modernized infrastructure and streamlined passenger facilitation processes.

These commitments support safety, security, environmental sustainability, capacity, and resilience objectives. Additionally, there’s a focus on implementing effective national competition and consumer protection frameworks while ensuring full compliance with current ICAO policy guidance on taxes, charges, and fees.

Governments have also agreed on aspirational goals towards the decarbonization of air transport by 2050, aligning with the expansion of air service agreements tied to environmental engagements. ICAO is actively leading initiatives to foster the development and implementation of technologies, operational improvements, and cleaner aviation fuels essential for achieving decarbonization objectives.
